At the Jan 17, 2012 DuPage Stormwater Committee Meeting, The Consulting Team was asked to provide additional discussion of the points highlighted in the presentation to the Committee, including comment on whether the Consulting Team Responses would lead to Ordinance language that was more or less restrictive than the 2nd Draft Amendment and the Existing Ordinance. In order to make this as clear as possible, the Committee presentation was used as the basis to provide this discussion and that document is posted here:

DuPage Comment Document for Second Public Review Draft

Status of Stormwater Ordinance Update

A formal presentation of the second comment response document will be made to the Stormwater Committee on January 17. A revised draft of the updated Stormwater Ordinance will be presented to the Stormwater Committee at the February meeting.

2nd Ordinance Draft

We are making available today the next draft of the Ordinance. A formal presentation on the document will be made to the Stormwater Committee on September 6^th, for their action to send the draft out for another public comment period.

There are two documents available, one is a clean copy of the new draft (Full Draft V2.4) and the other is the tracked changes document (Full Draft V2.4-tracked changes) which is a comparision of the new draft from the previous draft released in January.

Still Hard at Work…

We are still working on the Ordinance Update. Thank you to all who took the time to read the first public comment draft and provide your input.

The 60-day public comment period on the initial draft closed on March 4, 2011. The next step in the process is for the Consultant to produce a public comment response document on behalf of the County.

Approximately 50 sets of comments were received during the public comment period, totaling a couple hundred pages of comments. It has required an extensive amount of time and coordination to organize and thoroughly discuss and thoughtfully consider all the comments submitted . The Steering Committee has been meeting weekly to assist the consultant with processing all the comments, and providing input and their opinion, and will continue to assist the consultant until the final comment response document is prepared. Minutes of the Steering Committee meetings are posted on this website by selecting “meeting summaries” on the left side of the main page located under “pages.”

It is anticipated that the comment response document will be submitted to the DuPage County Stormwater Committee meeting for consideration at the July meeting, and the next complete draft of the ordinance and the completed comment response document will be submitted to the Stormwater Management Committee for review at the August meeting. It is expected that there will then be no less than a 30 day public comment period to review the new draft of the ordinance. After that, the schedule calls for the ordinance to be finalized and go back to the Stormwater Management Committee for approval, then to the full County Board for a first reading, and subsequently a vote a few weeks later, likely sometime late this fall. It is expected that the new ordinance will take effect January 1, 2012.
